The Administration of the Union Territory of Lakshadweep on September 3, 2026, notified the Lakshadweep Fire and Emergency Services Rules, 2026 under Section 69 of the Lakshadweep Fire and Emergency Service Regulation, 2026. The Rules extend to the whole Union Territory and come into force from the date of their publication in the Lakshadweep Gazette.
The Rules establish the framework for functioning of the Lakshadweep Fire and Emergency Services, including field formations, uniforms and badges, and distribution of duties among officers. They also define the Fire Safety Certificate, Fire Prevention Wing and Fire and Emergency Services Training Centre. The Rules provide that building and fire-safety-related terms not specifically defined will have the meanings assigned under the Regulation, Building Bye-laws and relevant BIS standards/specifications.
Importantly, owners or occupiers of buildings specified in Schedule-II must appoint a Fire Safety Officer from the commencement of the Regulation. The Fire Safety Officer must either have at least five years of regular service in a Government or private fire service organisation, or hold a recognised minimum three-month certificate course in Fire Safety/Fire Fighting or equivalent qualification. The owner/occupier must submit a compliance report to the jurisdictional Station Fire Officer, following which the Chief Fire Officer/Director issues the certificate of enrolment of appointment after verification.
